Recognises a measure without stated additivity
What it means
A semi-additive measure (a balance, an open count) or a non-additive one (a ratio) stored without saying how it may be aggregated. A BI tool sums it, and the result is wrong and looks right.
How it is assessed
Flags the deficient case and passes the acceptable one. Deficient: `arrears_ratio` summed across products; month-end `account_ledger_balance_amount` summed across months Acceptable: `comment` stating additive, semi-additive (not across time) or non-additive; numerator and denominator stored instead of the ratio (`PHY-014`)
