What it means

Two paths between the same entities state the same fact, so they can disagree.

How it is assessed

Flags the deficient case and passes the acceptable one. Deficient: Payment → Account → Party (account holder), plus a direct Payment → Party meaning the same person Acceptable: Remove the direct relationship; keep it only if it means something else (the counterparty who instructed the payment, who need not be the account holder), named so and with its own rule
