What it means

Two requirements that cannot both be met, or that give the same thing two different values, units or sources. Usually a missing condition or scope.

How it is assessed

Flags the deficient case and passes the acceptable one. Deficient: `DR-010` "keep closed payment records for seven years" and a privacy requirement "delete a counterparty's personal data on request" Acceptable: Both kept, with the condition that reconciles them written into each: personal data not needed for the statutory record is erased on request; the rest is kept for seven years and then erased.
