Recognises a missing rationale for a non-obvious requirement

What it means

A requirement whose reason is not obvious — regulatory, contractual, or one that a stakeholder supplied as a solution — has no `rationale`. Nobody can later tell whether it can be dropped.

How it is assessed

Flags the deficient case and passes the acceptable one. Deficient: `DR-010` "Retention of closed payment records is seven years." with no rationale Acceptable: `rationale: "Statutory retention period for payment records; Legal, 2026-09-04."`
