The statement is about a process, a deadline, a person's duty, performance or usability. The schema cannot satisfy it; at most it can record the data that shows whether it was met.

Flags the deficient case and passes the acceptable one. Deficient: "Payments must be processed efficiently." "A payment must be settled within one working day." Acceptable: "Every payment must record the date on which it was settled." The one-working-day duty becomes an activity rule at stage 3 with `enforcement: out-of-scope`.
