Recognises a transitive dependency between non-key attributes

What it means

A non-key attribute depends on another non-key attribute rather than on the key.

How it is assessed

Flags the deficient case and passes the acceptable one. Deficient: Account carries Branch Identifier and Branch Name; the name depends on the identifier, not on the account Acceptable: Branch reference entity; or, if the name must stay as it was when the account was opened, `derivation` saying so (`LOG-018`)
