What it means
The two directions of a link disagree. In this schema a hierarchy is recorded twice, as `parent` on the concept and as `children` in the taxonomy; compare them.
How it is assessed
Flags the deficient case and passes the acceptable one. Deficient: CC-005 has `parent: CC-001`, but the taxonomy lists CC-005 under CC-002 Acceptable: `parent` and `children` agree for every link
